To display the special vertical scroll bar

1. Call the SSSetBool function and set the parameters as follows:
   1. Set the nIndex parameter to SSB_VERTSCROLLBAR.
   2. Set the bNewVal parameter to TRUE.
2. Call the SSVScrollSetSpecial function and set the parameters as follows:
   1. Set the fUseSpecialVScroll parameter to TRUE.
   2. Set the wOptions parameter to specify which scroll arrows to display.
