Gets the settings for TSA server

Remarks

This value parsed from strings. Required 'serverUrl' parameter passed via the 'SignatureTimeStamp' field. Optional parameters (user and password) passed via the 'SignatureTimeStampUser' and the 'SignatureTimeStampPassword' fields
