Remarks
This command is executed by the C1Scheduler and is implemented
by the SetRelativeStartTime(Double) method. See the
SetRelativeStartTime(Double) method description for details.
Command parameter: a floating point number in a range between 0 and 1, or its string representation, that is passed as a parameter to the SetRelativeStartTime(Double) method.
Use this command to implement custom scrolling behavior.
