Parameters

e: System.Windows.RoutedEventArgs that contains mouse state information.
source: System.Windows.UIElement acting as a drag source.
target: System.Windows.UIElement acting as a drop target.
effect: DragDropEffect that specifies the action to be performed when the drag and drop process is completed.
scrollViewer: ScrollViewer that scrolls to show the target location.
